Education, Dept. of - As introduced, requires, instead of authorizes, the commissioner to direct a local education agency to close a virtual school that meets certain performance criteria; prohibits a nonprofit or for-profit provider from contracting to operate or manage a new virtual school in this state for a period of five years if a virtual school operated or managed by the provider is closed due to the virtual school's poor academic performance. - Amends TCA Title 49.

Parks, Natural Areas Preservation - As enacted, designates segments of the Buffalo River, Duck River, and certain other rivers and creeks as Class II pastoral river areas; expands certain public outreach requirements concerning scenic rivers. - Amends TCA Title 11, Chapter 13.

Salaries and Benefits - As introduced, entitles the estate of an electrical lineman who was employed by or contracted with a local government to service electrical transmission and power distribution systems to an annual annuity of $50,000 for five years upon the death of the lineman in the line of duty. - Amends TCA Title 5; Title 6; Title 7, Chapter 51; Title 8 and Title 50.

Capitol - As introduced, creates the capitol hill protection zone around the state capitol grounds and surrounding state government buildings, including the grounds and roads immediately surrounding such buildings; requires the commissioner of safety to ensure that the capitol hill protection zone is adequately staffed by law enforcement officers to ensure the safety of state government officials, state government employees, and members of the public. - Amends TCA Title 4; Title 38; Title 39 and Title 40.

Criminal Offenses - As enacted, includes in the offense of criminal trespass intrusion on property, or any portion of property, without the consent of the owner, by driving, parking, or otherwise operating a motorized vehicle or bicycle. - Amends TCA Title 11; Title 29; Title 39; Title 40; Title 44; Title 45; Title 46; Title 59; Title 66; Title 68 and Title 70.

Hazardous Materials - As introduced, makes various changes to the Tennessee Drycleaner's Environmental Response Act. - Amends TCA Title 68, Chapter 217, Part 1.

Criminal Offenses - As introduced, creates a criminal offense of knowingly violating a no contact order issued as part of a defendant's sentence or conditions of probation or parole following conviction for certain criminal offenses in which the alleged victim of the offense is a domestic abuse victim; punishes a violation as a Class A misdemeanor. - Amends TCA Title 39 and Title 40.

Professions and Occupations - As introduced, specifies in various provisions that for a person to be eligible for a particular license, certificate, permit, or authorization, the person must be a citizen of the United States or a qualified alien. - Amends TCA Title 4; Title 7; Title 20; Title 23; Title 33; Title 37; Title 39; Title 42; Title 43; Title 44; Title 45; Title 46; Title 47; Title 49; Title 52; Title 53; Title 55; Title 56; Title 57; Title 59; Title 60; Title 62; Title 63; Title 67; Title 68; Title 69; Title 70; Title 71 and Chapter 463 of the Public Acts of 2025.

Education, Higher - As enacted, removes various dates by which various reports must be submitted by various entities; makes various changes to the Tennessee student assistance award; requires new and existing transfer pathways to be reviewed on a rotating basis; authorizes the Tennessee higher education commission to conduct private meetings for certain purposes; makes various other changes related to financial aid and higher education. - Amends TCA Title 43, Chapter 6, Part 5 and Title 49.

Education - As introduced, increases, from 25,000 to 40,000, the maximum number of education freedom scholarships that may be awarded to eligible students in the 2026-2027 school year; directs the governor to elect for this state to participate in the federal education tax credit program created in The One, Big, Beautiful Bill Act and to comply with any and all requirements to maintain the state's participation in the program in the future. - Amends TCA Title 49.

Physicians and Surgeons - As enacted, requires the board of medical examiners to issue a provisional foreign training license of two years, which may be extended for an additional one year, to an internationally trained physician who has successfully completed the examination described in current law upon finding sufficient evidence that the internationally trained physician has met certain listed criteria; makes related changes. - Amends TCA Title 63.

Education - As introduced, increases, from 25,000 to 40,000, the maximum number of education freedom scholarships that may be awarded to eligible students in the 2026-2027 school year; directs the governor to elect for this state to participate in the federal education tax credit program created in The One, Big, Beautiful Bill Act and to comply with any and all requirements to maintain the state's participation in the program in the future. - Amends TCA Title 49.

Health Care - As introduced, removes acute care hospitals from the requirement of obtaining a certificate of need beginning July 1, 2028. - Amends TCA Title 4; Title 33; Title 68; Title 71 and Chapter 985 of the Public Acts of 2024.

Aircraft and Airports - As enacted, specifies that a joint board established by two municipalities and two counties pursuant to an interlocal agreement for the purpose of operating an airport is vested with all the powers, rights, duties, and privileges of a regional airport authority. - Amends TCA Title 42, Chapter 5.

Sentencing - As introduced, requires a sentencing court to order the sentences for two or more offenses involving more than one minor victim to run consecutively unless the court finds by a preponderance of the evidence that the facts of the case do not warrant the imposition of consecutive sentences and the imposition of consecutive sentences would not be in the best interest of justice. - Amends TCA Title 40.

Sunset Laws - As enacted, extends the inmate disciplinary oversight board to June 30, 2028. - Amends TCA Title 4, Chapter 29 and Title 41, Chapter 21, Part 10.

Firearms and Ammunition - As enacted, states that if the possession of a handgun is restricted or prohibited at a county courthouse, then the sheriff of the county may provide secure storage lockers for those individuals who are lawfully carrying a firearm to store the firearm in separate secured, lockable storage units at or near a designated public entrance to the building or structure at no cost to the individual. - Amends TCA Title 5; Title 7; Title 8, Chapter 8 and Title 39, Chapter 17, Part 13.
