Teachers, Principals and School Personnel - As introduced, adds former students to those students with which an educator is subject to licensure discipline for engaging in sexually related behavior; removes the optional penalty of licensure discipline for an educator who breaks a contract with a local board of education without a justifiable reason. - Amends TCA Title 49.

Hospitals and Health Care Facilities - As enacted, lowers the age of an inpatient from 65 to 50 or older when a hospital, each year from October 1 through March 1, must offer immunization against influenza disease prior to discharge; requires a hospital to offer immunization against pneumococcal disease to an inpatient aged 50 or older prior to discharge. - Amends TCA Title 68.

Insurance, Health, Accident - As introduced, requires health benefit plans and TennCare health benefit plans to cover biomarker testing on and after January 1, 2026. - Amends TCA Title 56 and Title 71.

Election Laws - As enacted, authorizes, if a candidate changes treasurers and notifies the registry of election finance of the change, the candidate to continue to use print communication that includes the identification of the former treasurer until the print communication is exhausted. - Amends TCA Title 2.

Education - As enacted, allows student performance on the Classic Learning Test to be used alongside the ACT and SAT for various purposes; makes various changes to home school testing requirements and opportunities available to home school students. - Amends TCA Title 49.

Criminal Offenses - As enacted, makes various changes to law relative to human trafficking. - Amends TCA Title 37; Title 39 and Title 40.

Hospitals and Health Care Facilities - As introduced, increases from three to five the maximum number of nonrelated persons in a home for the aged to be considered a tier 1 home for the aged; increases from four to six the maximum number of nonrelated persons in a home for the aged to be considered a tier 2 home for the aged. - Amends TCA Title 68, Chapter 11.

Planning, Public - As introduced, prohibits a local government from impeding ingress or egress or blocking streets or other rights-of-ways to or within a tourism development zone except in cases of an emergency for purposes of allowing temporary access to first responders or for hosting large events. - Amends TCA Title 5; Title 6; Title 7 and Title 67.

Commerce and Insurance, Dept. of - As enacted, requires a chancery court that has found that a person engaged in or is about to engage in an act or practice constituting a violation of the Tennessee Securities Act of 1980 to appoint the commissioner as the receiver or conservator for the defendant upon request by the commissioner; makes other changes related to matters regulated by the department. - Amends TCA Title 48, Chapter 1, Part 1 and Title 49, Chapter 4, Part 1.

Opioids - As enacted, adds Alvogen, Inc., Apotex Corp., and Zydus Pharmaceuticals (USA) Inc. to the list of companies that may be released by the attorney general for pending or future claims regarding opioids. - Amends TCA Title 20 and Title 33.

Real Property - As enacted, prohibits a unit owners' association or homeowners' association from prohibiting a lot owner from installing an electric vehicle charging station for the lot owner's personal use on property owned by the lot owners; makes other changes related to electric vehicle charging stations. - Amends TCA Title 48 and Title 66.

Obscenity and Pornography - As introduced, changes from within 10 days to within 10 business days of receiving the results of an investigation of an applicant's qualifications to be licensed to operate an adult-oriented establishment, the time frame within which the county adult-oriented establishment board must notify the applicant whether the application is granted, denied, or held for further investigation. - Amends TCA Title 7, Chapter 51 and Title 39.

Regional Authorities and Special Districts - As introduced, extends the maximum time period from 45 to 60 days by which a municipal governing body must hold a public hearing to consider a valid petition to establish a central business improvement district. - Amends TCA Title 5 and Title 7, Chapter 84, Part 5.

Secretary of State - As introduced, removes the filing fee that must be paid to the secretary of state to file articles of termination of corporation existence; increases the number of days after a person ceases solicitation activities after registration with the secretary of state, from 30 to 90, that the person has to notify the secretary of state; removes the requirement that a charitable organization that ceases solicitation activity and received in excess of $1 million in gross revenue during the most recently completed fiscal year include an audited financial statement and forms required to be filed by a charitable organization with the United States internal revenue service with the organization's notice to the secretary of state that the organization ceased solicitation activities. - Amends TCA Title 48.

Health Care - As introduced, requires gender clinics accepting funds from this state to perform gender transition procedures to also perform detransition procedures; requires insurance entities providing coverage of gender transition procedures to also cover detransition procedures; requires certain gender clinics and insurance entities to report information regarding detransition procedures to the department of health. - Amends TCA Title 1; Title 4; Title 33; Title 56; Title 63; Title 68 and Title 71.

Veterans - As introduced, authorizes state veterans' homes to provide services other than skilled nursing services to honorably discharged veterans. - Amends TCA Title 58, Chapter 7.

Pensions and Retirement Benefits - As enacted, enacts the "Tennessee Trump Account Program Act." - Amends TCA Title 4; Title 8; Title 9 and Title 50.

Taxes, Sales - As introduced, authorizes an entity designated to operate a stadium designed to host games of an intercollegiate football team that competes in the NCAA Division I Football Championship Subdivision (FCS) to receive a special allocation of state and local sales tax revenue derived from the sale of admission to events occurring within the stadium and from all sales of food, drinks, merchandise, and parking sold on the premises of the stadium to fund capital and operation expenses for the stadium. - Amends TCA Title 67, Chapter 6.

Criminal Offenses - As introduced, creates a criminal offense of knowingly violating a no contact order issued as part of a defendant's sentence or conditions of probation or parole following conviction for certain criminal offenses in which the alleged victim of the offense is a domestic abuse victim; punishes a violation as a Class A misdemeanor. - Amends TCA Title 39 and Title 40.
