Pensions and Retirement Benefits - As enacted, enacts the "Tennessee Trump Account Program Act." - Amends TCA Title 4; Title 8; Title 9 and Title 50.

Real Property - As introduced, allows a housing authority, industrial development corporation, or community redevelopment agency to enter into an agreement with a property owner in an area identified in a redevelopment plan, economic impact plan, or community redevelopment plan that requires the owner to make certain payments to secure the bonds of the authority, corporation, or agency; requires the agreement to be recorded in the county's real property records to create a lien; affords the lien first priority over previously and later recorded mortgages and all other liens. - Amends TCA Title 9, Chapter 23 and Title 67, Chapter 5.

Education, Curriculum - As introduced, requires each local education agency and public charter school to annually designate one instructional day each school year to observe the Fourth of July by providing students with age- and grade-appropriate instruction on the founding of the United States, the Declaration of Independence, the United States Constitution, and the fundamental rights and freedoms enjoyed by American citizens. - Amends TCA Title 49, Chapter 1; Title 49, Chapter 2; Title 49, Chapter 50 and Title 49, Chapter 6.

Sunset Laws - As enacted, extends the Tennessee council for career and technical education to June 30, 2027. - Amends TCA Title 4, Chapter 29 and Title 49, Chapter 11, Part 2.

Aircraft and Airports - As enacted, specifies that a joint board established by two municipalities and two counties pursuant to an interlocal agreement for the purpose of operating an airport is vested with all the powers, rights, duties, and privileges of a regional airport authority. - Amends TCA Title 42, Chapter 5.

Memorials, Recognition - AT&T, 150th anniversary -

Education - As introduced, expands the prescribed forms of epinephrine that an LEA or nonpublic school is authorized to administer when a student is believed to be experiencing a life-threatening allergic or anaphylactic reaction to any prescribed form of epinephrine, not just epinephrine auto-injectors. - Amends TCA Title 49 and Title 68, Chapter 140, Part 5.

Insurance Companies, Agents, Brokers, Policies - As introduced, changes, from June 1 to July 1, the date by which an insurer or insurance group must submit its disclosure to the commissioner of commerce and insurance as required under the Corporate Governance Annual Disclosure Act. - Amends TCA Title 56.

Motor Vehicles - As enacted, prohibits the motor vehicle commission from denying an application for a license, or revoking or suspending the license, of a manufacturer, distributor, distributor branch or factory branch or officer, agent or other representative because such person has failed to deliver motor vehicles within 60 days of a dealer's order due to an act of God, a work stoppage or delay due to a strike or other labor action, a lack of available manufacturing capacity, a freight embargo, or other cause or material issue over which the person has no control; makes related changes. - Amends TCA Title 55.

Appropriations - As enacted, authorizes direct and continuing appropriations by certain airport authorities for the issuance of debt that is not a liability of the state and the payment of debt service thereon. - Amends TCA Title 9.

Criminal Offenses - As enacted, creates a Class A misdemeanor offense when a person operates an unmanned aircraft within 400 feet of or above a ticketed entertainment event; makes related changes. - Amends TCA Title 8; Title 10; Title 33; Title 36; Title 37; Title 38; Title 39; Title 40; Title 41; Title 49; Title 50; Title 55 and Title 70.

Criminal Offenses - As introduced, enacts "Matthew Davenport's Law," which creates certain criminal offenses and testing requirements related to Kratom. - Amends TCA Title 33, Chapter 2; Title 38; Title 39; Title 50; Title 63 and Title 68.

Criminal Offenses - As introduced, creates the criminal offense of knowingly traveling, with intent to commit theft of another person's cash, from a commercial business or financial institution on the same path or route as another person without substantially deviating from that path or route while in possession of two or more criminal instruments. - Amends TCA Title 39.

Utilities, Utility Districts - As introduced, makes various changes to laws regarding utilities, including the procedure for consolidation of utilities and continuing education requirements for members of utility governing bodies. - Amends TCA Title 7, Chapter 34; Title 7, Chapter 82; Title 9, Chapter 21 and Title 68, Chapter 221.

Commerce and Insurance, Dept. of - As enacted, requires a chancery court that has found that a person engaged in or is about to engage in an act or practice constituting a violation of the Tennessee Securities Act of 1980 to appoint the commissioner as the receiver or conservator for the defendant upon request by the commissioner; makes other changes related to matters regulated by the department. - Amends TCA Title 48, Chapter 1, Part 1 and Title 49, Chapter 4, Part 1.

Tobacco, Tobacco Products - As introduced, expands the definition of "consumable material" to include natural and synthetic liquid nicotine solutions and liquid nicotine analogues for purposes of the taxation of vapor products containing such material; requires the alcoholic beverage commission to issue the fines for the offense of selling or offering for sale a vapor product for retail sale in this state to anyone under 21 years of age. - Amends TCA Title 39, Chapter 17; Title 43; Title 57 and Title 67, Chapter 4, Part 10.
