Immigration - As enacted, adds local governments to the entities that must verify that each applicant for public benefits is a United States citizen or lawfully present in the United States; authorizes certain investigations of violations of requirements for verification of citizenship or presence for public benefits; requires certain reporting related to such verification for benefits; makes other related changes. - Amends TCA Title 4, Chapter 1 and Title 4, Chapter 58.

Correctional Programs - As enacted, creates the state families of incarcerated individuals advisory board within the department of correction for the purposes of assisting the families of incarcerated individuals. - Amends TCA Title 4, Chapter 29 and Title 41.

Managed Care Organizations - As enacted, prohibits a managed care organization from including a provision in the managed care organization's contract with a qualified nursing facility to provide medicaid nursing facility services, that permit actual or constructive termination by the MCO without cause, for convenience, or termination without specifying the grounds for termination; requires the bureau of TennCare, in conjunction with the department of commerce and insurance, to review and approve all standard contract templates used by MCOs for facility contracting to ensure compliance. - Amends TCA Title 56; Title 68, Chapter 11 and Title 71, Chapter 5.

Children - As enacted, adds the commissioner of mental health and substance abuse services, and one at large member with experience advocating for children, to the Tennessee second look commission; revises certain severe and aggravated child abuse offenses to include offenses involving strangulation; authorizes a court to order a child's custodian to submit certain documentation of compliance with preventative pediatric care consistent with the periodicity schedule of the American Academy of Pediatrics in certain situations; authorizes the department of children's services to initiate a visit to ascertain the wellbeing of a child if such documentation contains allegations of abuse or neglect. - Amends TCA Title 37; Title 38; Title 39 and Title 40.

Civil Emergencies - As enacted, requires a local emergency management agency to annually require all employees to receive training provided by TEMA on the "Mutual Aid and Emergency and Disaster Assistance Agreement Act of 2004," and the "Interlocal Cooperation Act"; encourages the chief executive of each police department, sheriff's department, fire department, public works department, highway department, municipal utility, or county or municipal finance office that is a participating government entity to designate employees to receive the training provided by TEMA. - Amends TCA Title 5; Title 6; Title 7; Title 58, Chapter 2 and Title 58, Chapter 8.

Capitol - As introduced, creates the capitol hill protection zone around the state capitol grounds and surrounding state government buildings, including the grounds and roads immediately surrounding such buildings; requires the commissioner of safety to ensure that the capitol hill protection zone is adequately staffed by law enforcement officers to ensure the safety of state government officials, state government employees, and members of the public. - Amends TCA Title 4; Title 38; Title 39 and Title 40.

Natural Disasters - As introduced, requires TEMA to make recommendations to the general assembly regarding preparedness, prevention, and mitigation measures designed to improve disaster response in addition to measures designed to eliminate emergencies or reduce their impact. - Amends TCA Title 7, Chapter 4; Title 58 and Title 67, Chapter 4.

District Attorneys - As enacted, authorizes the attorney general to conduct a study of a district attorney general's disposition of charges and other ancillary matters within the 30th judicial district; authorizes the attorney general to petition the supreme court for appointment of a district attorney general pro tem if a district attorney general in this state has peremptorily and categorically refused to prosecute criminal offenses based on an unjustifiable and unconstitutional standard, without regard to facts or circumstances or taken other official action that constitutes a failure or refusal to prosecute according to the law. - Amends TCA Title 8.

Sunset Laws - As enacted, extends the Northwest Tennessee human resource agency to June 30, 2030. - Amends TCA Title 4, Chapter 29 and Title 13, Chapter 26.

Criminal Procedure - As enacted, prohibits a defendant charged with certain offenses from being released on the defendant's personal recognizance or upon execution of an unsecured bond. - Amends TCA Title 40.

Housing - As enacted, establishes the community workforce housing innovation pilot program to be administered by the Tennessee housing development agency; authorizes the agency to provide loans to an applicant for construction or rehabilitation of workforce housing in each of the three grand divisions; requires the housing to be affordable to natural persons or families who meet certain criteria. - Amends TCA Title 7, Chapter 53; Title 13; Title 48, Chapter 101, Part 3; Title 56 and Title 67.

Sunset Laws - As enacted, extends the state board for licensing contractors to June 30, 2030. - Amends TCA Title 4, Chapter 29 and Title 62, Chapter 6.

Taxes - As enacted, adds to the definition of a "qualified public use facility" as used in the Local Tourism Development Zone Business Tax Act a mixed-use development containing a performance venue with a seating capacity of at least 2,500; authorizes a municipality or public authority that has financed a qualified public use facility within a tourism development zone and that qualifies for an allocation of sales tax revenue from within that zone under the Convention Center and Tourism Development Financing Act of 1998 and under other provisions of sales tax law to use the revenue for purposes authorized in the act or other law. - Amends TCA Title 7 and Title 67.

Education, Higher - As introduced, requires the institute of American civics at the University of Tennessee, Knoxville, to develop materials and curricula for a course in a baccalaureate degree program including American government or American history; requires each student enrolled in a public institution of higher education to complete a course of instruction that includes such curricula prior to the student obtaining a baccalaureate degree. - Amends TCA Title 49, Chapter 7; Title 49, Chapter 8 and Title 49, Chapter 9.

Teachers, Principals and School Personnel - As introduced, requires the office of research and education accountability (OREA), in the office of the comptroller of the treasury, to study and make recommendations for the implementation of an incentive program for educators who have 15 or more years' experience in education; requires OREA to report its findings and recommendations for implementation of the incentive program by December 31, 2025. - Amends TCA Title 8 and Title 49.

Local Education Agencies - As enacted, requires a director of schools to refer to juvenile court certain students who were formerly enrolled in the LEA, who were receiving certain truancy interventions, who withdrew from the LEA, and who did not transfer to another LEA; makes related changes. - Amends TCA Title 37, Chapter 1, Part 1; Title 49, Chapter 1; Title 49, Chapter 2 and Title 49, Chapter 6.

Sunset Laws - As enacted, extends the Tennessee council on autism spectrum disorder to June 30, 2031. - Amends TCA Title 4, Chapter 29 and Title 4, Chapter 3, Part 27.

Sunset Laws - As enacted, extends the local government insurance committee to June 30, 2032. - Amends TCA Title 4, Chapter 29 and Title 8, Chapter 27, Part 7.
