Children's Services, Dept. of - As enacted, requires a child placed in the custody of the department to remain in custody so long as necessary to complete treatment or services, which must be evidence-based and provided by a qualified provider; makes other changes to child custody law; creates a juvenile commitment review task force to examine system issues and service gaps for certain children committed to the custody of the department. - Amends TCA Title 37, Chapter 1, Part 1.

Courts, Municipal - As enacted, prohibits a municipality from remediating a property maintenance violation if the cost may negatively impact the municipality's financial position, or if the cost is budgetarily prohibitive; specifies that, in addition to assessing remediation costs against a property owner in the form of a lien, a municipality may recover remediation costs through all other legal means. - Amends TCA Title 6; Title 7; Title 13; Title 16, Chapter 18 and Title 29, Chapter 3.

Open Meetings - As enacted, authorizes a governing body to conduct an executive session for the purpose of interviewing applicants for employment as director-level staff of the body without providing public notice of such session. - Amends TCA Title 8.

Real Property - As enacted, authorizes a tax increment agency to enter into a taxpayer agreement relative to a plan area after obtaining a written statement executed by each holder of an existing, previously recorded mortgage or deed of trust on the property securing indebtedness and in which each holder consents to the taxpayer agreement and indicates that the assessment does not constitute an event of default under the existing mortgage or deed of trust. - Amends TCA Title 9, Chapter 23 and Title 67, Chapter 5.

Utilities, Utility Districts - As enacted, establishes a process for a municipality that operates a sewerage system outside of its corporate boundaries and has imposed a moratorium on new sewer connections outside of its corporate boundaries for a period of five or more consecutive years to extend sanitary sewer service or allow sewer connection only to property located within an adjacency area if the property owner or developer agrees to pay, or the municipality assesses, a housing surcharge. - Amends TCA Title 4; Title 5; Title 6; Title 7; Title 8; Title 12; Title 13; Title 29; Title 54; Title 64; Title 65; Title 68 and Title 69.

Memorials, Recognition - Rebecca Tipton, Boys & Girls Clubs Hall of Fame -

Recycling - As enacted, establishes the office of cooperative marketing for recyclables and the recycling market development and diversion advisory council. - Amends TCA Title 4; Title 5; Title 6; Title 7 and Title 68, Chapter 211.

Salaries and Benefits - As introduced, expresses the public policy that the prevailing wage rate be paid to workers on non-state contracts for construction projects on public highways; makes other revisions to the Prevailing Wage Act for State Highway Construction Projects. - Amends TCA Title 12, Chapter 4, Part 4.

Grundy County - Subject to local approval, creates the Southern Cumberland Plateau Regional Water and Wastewater Authority. -

Tullahoma - Subject to local approval, allocates 3.8 percent of each annual operating budget, but not less than $1.5 million, to the maintenance of streets and roads within the city limits of the City of Tullahoma. - Amends Chapter 553 of the Acts of 1903.

Contracts - As enacted, requires a court to apply rebuttable presumptions when determining the reasonableness in time of a restrictive covenant sought to be enforced after the termination of an employment or business relationship; makes related changes. - Amends TCA Title 50; Title 63 and Title 68.

Hamblen County - Subject to local approval, abolishes the Hamblen County Road Commission, effective August 31, 2028. - Repeals Chapter 313 of the Private Acts of 1949; as amended.

Taxes - As introduced, allows the division of property assessment to send the annual report, with the appropriate summary of the work accomplished by the division and any appropriate recommendations, to the state board of equalization in electronic format. - Amends TCA Title 67.

State Government - As introduced, deletes an obsolete program under which certain state entities with motor vehicle fleets of more than 10 motor vehicles were required to develop and implement a plan to reduce the use of petroleum products by January 1, 2015. - Amends TCA Title 3; Title 4; Title 8 and Title 9.

Health, Dept. of - As introduced, requires the department to make available and require blood lead level testing for students in certain schools and certain pregnant women; requires the department to provide to persons who have high blood lead levels or lead poisoning certain services to aid with such condition; requires juvenile detention facilities that are aware of a juvenile in custody with high blood lead levels or lead poisoning to provide certain services in collaboration with the department and local education agencies. - Amends TCA Title 37; Title 49; Title 63; Title 68 and Title 71.

Criminal Offenses - As enacted, provides that a person is criminally responsible for an offense committed by the conduct of another if, acting with intent to benefit in the proceeds or results of the offense, the person solicits, directs, aids, or attempts to aid another person to commit the offense. - Amends TCA Title 39, Chapter 11; Title 39, Chapter 12; Title 39, Chapter 13; Title 39, Chapter 14; Title 40, Chapter 24; Title 40, Chapter 35 and Title 40, Chapter 39.

Teachers, Principals and School Personnel - As enacted, requires the principal or the principal's designee provide notification to the parent or legal guardian of each student who was in the classroom or instructional area at the time that a classroom evacuation occurred by the end of the day in which the classroom evacuation occurred unless the event that prompted the classroom evacuation is an ongoing emergency or is otherwise under investigation by a state or local law enforcement agency, in which case the notification must not be provided to parents and legal guardians until the emergency event is resolved or the principal or the principal's designee determines that providing the notification does not impede an ongoing investigation, as applicable. - Amends TCA Title 49.

Bond Issues - As enacted, authorizes the state to issue and sell bonds. -

Students - As enacted, creates a criminal offense for certain school employees who intentionally engage in bullying or cyberbullying of a student; clarifies that a teacher or school employee of a local education agency who is found to have committed an act of harassment, intimidation, bullying, or cyberbullying is subject to dismissal or suspension. - Amends TCA Title 37; Title 39, Chapter 17, Part 3; Title 40; Title 49 and Title 55, Chapter 10, Part 7.
