Criminal Offenses - As enacted, creates a Class A misdemeanor offense when a person operates an unmanned aircraft within 400 feet of or above a ticketed entertainment event; makes related changes. - Amends TCA Title 8; Title 10; Title 33; Title 36; Title 37; Title 38; Title 39; Title 40; Title 41; Title 49; Title 50; Title 55 and Title 70.

Fire Prevention and Investigation - As introduced, removes the professional sale, installation, and monitoring of still cameras and televisions from the licensing requirements of the Alarm Contractors Licensing Act. - Amends TCA Title 62, Chapter 32.

Courts - As enacted, enacts the "Recovery Court Renewal Act." - Amends TCA Title 40, Chapter 32, Part 1.

Human Services, Dept. of - As introduced, enacts the "Promising Futures Act"; redirects certain revenues collected from taxes, fees, and assessments for vapor and hemp-derived cannabinoid products to a promising futures fund to support a variety of programs administered by the department to provide child care assistance to working families. - Amends TCA Title 4; Title 43; Title 49; Title 57; Title 67 and Title 71.

Immigration - As introduced, requires a memorandum of understanding entered between a law enforcement agency and federal officials concerning enforcement of federal immigration laws to include a requirement that the law enforcement agency accept and honor any immigration detainer received from federal immigration authorities, including maintaining custody of the subject of an immigration detainer for 48 hours beyond the time when the subject would have otherwise been released to allow federal immigration authorities to take custody of the subject and notifying federal immigration authorities as soon as possible prior to releasing the subject. - Amends TCA Title 4; Title 7; Title 38 and Title 41.

Safety - As introduced, enacts the "Women's Safety and Protection Act." - Amends TCA Title 4; Title 37; Title 41; Title 49 and Title 68.

Regional Authorities and Special Districts - As enacted, vacates the present board of commissioners of each existing authority for metropolitan and regional airports, and reconstitute a new governing body; makes related changes. - Amends TCA Title 4; Title 7 and Title 42.

Alcoholic Beverages - As introduced, requires the reinstatement of a license or permit issued to an alcoholic beverage wholesaler or retailer that was revoked or suspended based on a refusal by the wholesaler or retailer to permit the commissioner of revenue to examine the books, papers, and records of the wholesaler or retailer within five business days of the wholesaler or retailer providing the documents. - Amends TCA Title 57.

Computers and Electronic Processing - As enacted, generally prohibits a municipality or electric utility to pay or absorb the cost of electrical infrastructure incurred to serve a data center; makes related changes. - Amends TCA Title 5; Title 6; Title 7; Title 13 and Title 65.

Judges and Chancellors - As introduced, creates a pilot project to provide for criminal magistrates in the 10 counties in which the criminal courts experience the highest judicial caseload, if authorized by the legislative body of an eligible county; authorizes the judges of the county with criminal jurisdiction to appoint the criminal magistrate, who shall serve at the pleasure of the majority of the judges of the county with criminal jurisdiction. - Amends TCA Title 16; Title 17 and Title 40.

Highways, Roads and Bridges - As introduced, authorizes a county or municipality to request the department of transportation conduct a highway traffic noise study for residential properties located along the sound propagation path of a state or interstate highway when a tree zone has been removed, cut, or cleared behind the residential properties under certain conditions. - Amends TCA Title 4, Chapter 3 and Title 54.

Physicians and Surgeons - As enacted, makes various changes relative to the authority of a physician or podiatrist to prescribe, dispense, or administer medication to the provider's own self or immediate family; makes related changes. - Amends TCA Title 33; Title 39; Title 53; Title 63 and Title 68.

Handgun Permits - As introduced, extends the time, from 30 days to 60 days, within which a person whose handgun carry permit has been suspended or revoked may petition the chancery court for judicial review of the department of safety's final determination. - Amends TCA Title 4; Title 8; Title 10; Title 29; Title 33; Title 36; Title 37; Title 38; Title 39; Title 40; Title 49; Title 50 and Title 70.

Physicians and Surgeons - As introduced, prohibits physicians from prescribing, administering, or dispensing medication for, or otherwise treating, themselves or their immediate family except for specified or emergency situations; prohibits physicians from treating themselves with or prescribing to family members a scheduled drug. - Amends TCA Title 33; Title 39; Title 53; Title 63 and Title 68.

Death - As enacted, authorizes, as of January 1, 2027, a licensed paramedic to make an actual determination and pronouncement of death; makes related changes. - Amends TCA Title 4; Title 29; Title 33; Title 56; Title 63; Title 68 and Title 71.

Public Health - As enacted, provides that any certificate of public advantage in effect on June 30, 2028, automatically expires but any pricing restrictions in a certificate of advantage remain in effect until the fifth anniversary of the expiration date or the date that a new inpatient acute care hospital opens in the geographic service area, whichever is earlier; requires the attorney general to supervise any pricing restrictions still in effect, and the pricing restrictions may only be modified by the mutual written agreement of the attorney general and the entity subject to the restrictions; makes related changes. - Amends TCA Title 9; Title 49; Title 53; Title 55 and Title 68.

Opioids - As enacted, adds Alvogen, Inc., Apotex Corp., and Zydus Pharmaceuticals (USA) Inc. to the list of companies that may be released by the attorney general for pending or future claims regarding opioids. - Amends TCA Title 20 and Title 33.

Benton County - Subject to local approval, updates the system for the management of county finances, including, but not limited to, budgeting, investment oversight, debt management, and cash management oversight. - Amends Chapter 541 of the Private Acts of 1939; as amended and rewritten.

Bond Issues - As introduced, authorizes the state to issue and sell bonds. -

Sunset Laws - As introduced, extends the Tennessee state veterans' homes board to June 30, 2029; requires the board to report back to the government operations committee by December 31, 2026, to update the committee on its progress in addressing the findings and observations set forth in the December 2025 performance audit report. - Amends TCA Title 4, Chapter 29 and Title 58, Chapter 7.
