Secretary of State - As introduced, removes the filing fee that must be paid to the secretary of state to file articles of termination of corporation existence; increases the number of days after a person ceases solicitation activities after registration with the secretary of state, from 30 to 90, that the person has to notify the secretary of state; removes the requirement that a charitable organization that ceases solicitation activity and received in excess of $1 million in gross revenue during the most recently completed fiscal year include an audited financial statement and forms required to be filed by a charitable organization with the United States internal revenue service with the organization's notice to the secretary of state that the organization ceased solicitation activities. - Amends TCA Title 48.

Motor Vehicles - As introduced, increases from $25 to $500 the coverage failure fee imposed by the department of revenue for the first failure to comply with the James Lee Atwood Jr. Law; increases that fee to $1,500 and requires registration be suspended or revoked for a second or subsequent failure to comply; bars a plaintiff from recovering noneconomic damages from a defendant arising out of the use of a vehicle if the plaintiff was not in compliance with the financial responsibility law; makes other related revisions. - Amends TCA Title 29; Title 55 and Title 56.

Drugs, Prescription - As enacted, requires a law enforcement officer to cause to be administered by a qualified practitioner at a hospital a blood or urine test on a person for the presence of a psychotropic drug if such officer has probable cause to believe that the person committed a mass shooting; directs the health science center to study the drug interactions between any drugs found in the person's blood or urine. - Amends TCA Title 38; Title 40; Title 53; Title 63 and Title 68.

Animal Cruelty and Abuse - As enacted, adds starvation resulting in death of a livestock animal to the types of conduct that constitute the Class E felony of aggravated cruelty to a livestock animal, when done in a depraved and sadistic manner without justifiable or lawful purpose. - Amends TCA Title 39, Chapter 14, Part 2.

Local Government, General - As introduced, authorizes counties with a metropolitan form of government, by resolution of their governing bodies, to levy a tax on the retail sale of food and food ingredients for human consumption within the county at a rate less than the local option sales tax rate or exempt the retail sale of such food and food ingredients from the local option sales tax; deletes obsolete provisions relating to the timing for reducing the membership of metropolitan councils. - Amends TCA Title 5; Title 6; Title 7 and Title 67, Chapter 6.

Niota - Subject to local approval, rewrites the charter of the City of Niota. - Amends Chapter 48 of the Private Acts of 1919; as amended and rewritten.

Election Laws - As enacted, authorizes, if a candidate changes treasurers and notifies the registry of election finance of the change, the candidate to continue to use print communication that includes the identification of the former treasurer until the print communication is exhausted. - Amends TCA Title 2.

Domestic Violence - As enacted, makes various changes to the present law pertaining to the persistent domestic violence offender registry. - Amends TCA Title 18; Section 38-6-103; Title 39 and Title 40.

Real Property - As introduced, enacts the "Tennessee Real Estate Consumer Fraud Protection Act." - Amends TCA Title 8; Title 23; Title 39; Title 45; Title 47, Chapter 18; Title 56; Title 62 and Title 66.

Aircraft and Airports - As enacted, specifies that a joint board established by two municipalities and two counties pursuant to an interlocal agreement for the purpose of operating an airport is vested with all the powers, rights, duties, and privileges of a regional airport authority. - Amends TCA Title 42, Chapter 5.

Education - As introduced, deletes references to an obsolete reporting requirement imposed on the department of education regarding the implementation of certain literacy practices, standards, and requirements. - Amends TCA Title 4; Title 9; Title 12; Title 48; Title 49 and Title 67.

Insurance Companies, Agents, Brokers, Policies - As enacted, expands the prohibition, from stage 4 advanced metastatic cancer or metastatic blood cancer to any cancer, against a health benefit plan that provides coverage for cancer requiring the use of a step therapy protocol before the health benefit plan provides coverage for an approved prescription drug to an enrollee who has received a diagnosis of cancer. - Amends TCA Title 8; Title 56; Title 63; Title 68 and Title 71.

Traffic Safety - As introduced, allows a person who submits the fine and costs for a speeding ticket in lieu of appearing in court to also register for an approved driver education course online, of which successful completion can cause points for the speeding conviction to be removed from the person's record in accordance with current law. - Amends TCA Title 55, Chapter 10; Title 55, Chapter 8 and Title 55, Chapter 9.

Education - As enacted, requires the state board of education to establish a qualified dyslexia interventionist endorsement to allow an educator to provide targeted instructional intervention, academic support, behavioral support, or related services to students demonstrating characteristics of dyslexia. - Amends TCA Title 49.

Winchester - Subject to local approval, expands the board of public utilities' jurisdiction to wastewater treatment systems; requires the mayor to serve as a standing member of the board during the mayor's term; creates four-year terms for members; and makes various other changes. - Amends Chapter 34 of the Private Acts of 2019.

Memorials, Recognition - AT&T, 150th anniversary -

Expunction - As introduced, allows a person to petition for expunction of an eligible criminal offense that occurred at least 10 years after a conviction for the offense of driving under the influence of an intoxicant. - Amends TCA Title 40, Chapter 32, Part 1.

Computers and Electronic Processing - As introduced, requires the owner or operator of a data center to pay for the full cost of infrastructure needed to support the data center; requires an electric utility to ensure that the cost of infrastructure needed to support the provision of electric services to the data center is paid solely by the owner or operator of the data center; makes other changes related to data centers. - Amends TCA Title 5; Title 6; Title 7; Title 13 and Title 65.

Sunset Laws - As introduced, extends the department of children's services to June 30, 2029; requires the department to report back to the government operations committee by December 31, 2026, to update the committee on its progress in addressing the findings and observations set forth in the December 2025 performance audit report. - Amends TCA Title 4, Chapter 29 and Title 37, Chapter 5.

Sunset Laws - As enacted, extends the inmate disciplinary oversight board to June 30, 2028. - Amends TCA Title 4, Chapter 29 and Title 41, Chapter 21, Part 10.
