Animal Cruelty and Abuse - As enacted, adds starvation resulting in death of a livestock animal to the types of conduct that constitute the Class E felony of aggravated cruelty to a livestock animal, when done in a depraved and sadistic manner without justifiable or lawful purpose. - Amends TCA Title 39, Chapter 14, Part 2.

Human Rights - As introduced, includes "honorifics" in the prohibition on requiring a student, teacher, state employee, or state contractor to use or provide a person's preferred name or pronoun. - Amends TCA Title 8, Chapter 50; Title 49, Chapter 7, Part 24 and Title 49, Chapter 6, Part 51.

Recycling - As enacted, establishes the office of cooperative marketing for recyclables and the recycling market development and diversion advisory council. - Amends TCA Title 4; Title 5; Title 6; Title 7 and Title 68, Chapter 211.

Real Property - As introduced, allows a housing authority, industrial development corporation, or community redevelopment agency to enter into an agreement with a property owner in an area identified in a redevelopment plan, economic impact plan, or community redevelopment plan that requires the owner to make certain payments to secure the bonds of the authority, corporation, or agency; requires the agreement to be recorded in the county's real property records to create a lien; affords the lien first priority over previously and later recorded mortgages and all other liens. - Amends TCA Title 9, Chapter 23 and Title 67, Chapter 5.

Hamblen County - Subject to local approval, updates appointment provisions, qualifications, and compensation for the office of county attorney. - Amends Chapter 677 of the Private Acts of 1949; as amended.

Criminal Offenses - As enacted, increases the penalty for assaulting a first responder from a Class A misdemeanor with a mandatory fine of $5,000 and a mandatory minimum of 30 days incarceration to a Class E felony with a mandatory fine of $10,000 and a mandatory minimum of 60 days incarceration. - Amends TCA Title 39 and Title 40.

Capitol - As enacted, creates a capitol hill protection zone around the state capitol grounds that includes the state capitol, capitol annexes, World War II Memorial Building that formerly housed the state library and archives, Supreme Court Building, William R. Snodgrass Tennessee Tower, War Memorial Building, Legislative Plaza, James K. Polk State Office Building, Rachel Jackson Building, Andrew Jackson Building, John Sevier State Office Building, Cordell Hull Building, and the grounds, roads, and sidewalks along either side of the roads immediately surrounding such buildings. - Amends TCA Title 4; Title 38; Title 39 and Title 40.

Regional Authorities and Special Districts - As enacted, revises various provisions of the "Real Estate Infrastructure Development Act of 2025." - Amends TCA Title 7; Title 9; Title 12; Title 13; Title 66; Title 67 and Title 68.

Opioids - As enacted, adds Alvogen, Inc., Apotex Corp., and Zydus Pharmaceuticals (USA) Inc. to the list of companies that may be released by the attorney general for pending or future claims regarding opioids. - Amends TCA Title 20 and Title 33.

Firearms and Ammunition - As enacted, lowers the standard for the use of deadly force to protect property. - Amends TCA Title 39.

Military - As enacted, designates the national guard armory in McNairy County as the "Brigadier General Donald F. Hawkins Army National Guard Armory." - Amends TCA Title 58, Chapter 1.

Sentencing - As introduced, increases the penalty for leaving the scene of an accident resulting in injury from a Class A misdemeanor to a Class E felony; increases the penalty for leaving the scene of an accident that the person knew or should reasonably have known resulted in death from a Class E felony to a Class D felony. - Amends TCA Title 39, Chapter 13 and Title 55, Chapter 10.

Regional Authorities and Special Districts - As enacted, authorizes the Megasite Authority of West Tennessee and certain law enforcement agencies to enter into a written agreement authorizing sworn peace officers of the law enforcement agency to enforce certain traffic laws on one or more designated private megasite roadways identified in the agreement. - Amends TCA Title 54 and Title 64, Chapter 9.

Fireworks - As enacted, expands the length of the existing Independence Day and New Year sales periods and adds new Memorial Day and Labor Day sales periods for seasonal retailers of fireworks for the 2026 retail period; increases the seasonal retailer permit fee from $100 to $150 for calendar year 2026; and authorizes the state fire marshal to promulgate rules to effectuate the act. - Amends TCA Title 68, Chapter 104.

Hamblen County - Subject to local approval, updates appointment provisions, qualifications, and compensation for the office of county attorney. - Amends Chapter 677 of the Private Acts of 1949; as amended.

Physicians and Surgeons - As enacted, requires the board of medical examiners to issue a provisional foreign training license of two years, which may be extended for an additional one year, to an internationally trained physician who has successfully completed the examination described in current law upon finding sufficient evidence that the internationally trained physician has met certain listed criteria; makes related changes. - Amends TCA Title 63.

TennCare - As enacted, extends the nursing home annual assessment fee to June 30, 2027; makes other related revisions. - Amends TCA Title 71, Chapter 5, Part 10.

Zoning - As enacted, authorizes certain counties to adopt a resolution prohibiting a municipality or regional zoning commission from exercising zoning authority outside of the boundaries of the municipality. - Amends TCA Title 5; Title 6; Title 7 and Title 13.

Children - As introduced, enacts the "Tennessee Child Care Red Tape Reduction Act," which requires expedited processing of child care agency permit applications and requires the state fire marshal to conduct, and establish standards for, fire safety inspections of child care agencies; makes other related revisions. - Amends TCA Title 13, Chapter 7 and Title 71, Chapter 3.

Shelby County - Subject to local approval, changes the conditions under which the occupancy tax will no longer be levied; changes the allocation of the revenue from the occupancy tax if the tenant of the indoor sports facility no longer occupies such facility. - Amends Chapter 131 of the Private Acts of 1969; as amended.
