State finance: other; fraud, waste, abuse, misappropriation, or misuse of state funds; allow certain individuals to submit reports of to the auditor general, and create procedures to provide for the recovery of. Amends title of 2003 PA 1 (MCL 13.101) & adds sec. 3.
